Do you have to notify your auto insurance carrier of a 16 year old in your home that will not be driving the car?

Yes.

You can swear up and down that he/she will never drive the car and then one day he/she will drive the car for whatever reason that he/she "just had to drive it." That's the day he/she will have an accident and your insurance company could have the right to rescind your policy and deny the claim for failure to disclose and the injured party's claim will drive you and your family into the poorhouse.

I spent 35 years in the insurance industry. Believe me when I tell you that's how it ALWAYS happens.

Notify your agent in writing with the name of the 16 year old and his/her date of birth. If he/she has a learner's permit or driver license disclose that, too.
