8810 for Finance Director/Executive Director

In a corporation where the major program is rated at 8869 and the minor programs under 8810 can the Finance Director and Executive Director positions be put under 8810? What are the limitations?

I did this a while back through Employers and it has worked out fine. But mine was with a non-profit. I verified it wouldn't be changed back at time of audit and was assured it wouldn't be.
