Ok, so if you had a client on the exchange from last year (paid commission every month) with company "A" for 6% monthly commission, and you change their insurance THIS year to a different plan, but still with company "A", do you get a brand new year of 6% commissions?
 
No, it would be considered a renewal. You have to leave the company completely to get first year commissions again.
 
You change to a different plan, same company. Do you get commission based on the new plan's higher/lower premium?
 
State is Texas.

BCBSTX pays the commission based on year 1, irregardless of premium and/or policy changes.

There can be an increase or decrease based on headcount within the policy.

So. Even though you've had multiple changes since 1/1/14, thats still what you are getting paid on
 
What if it's under one npn number, than switched to another npn the next year?
