address and eligibility for MAPD

came across a couple that has two homes in Florida.

Their "office home" (home that they get mail to, homesteaded at, SS check goes to etc...) is in Brevard county. But, they also have a second home in Citrus county.

For tax reasons, it is better for them to have Brevard county as their official home.

But, They could save a lot of money on their insurance and RX cost if they take a citrus county MAPD. Since they do live in Citrus part of the time, would they qualify for a Citrus county MAPD?
 
Unless they can provide the medicare advantage company substantial documentation that they actually live in Citrus county more than half the year, I think the mail, including 1040's and SocSec checks would control and make Brevard county the official residence for an MA plan.
 
I've been told in the past that you need to use the permanent physical address as listed with SS and Medicare, which would seem to be Brevard.

These people want to have cake and eat it too.
