Well, I would suggest you compare life insurance policies with regard to price and claims performance and arrive at your decision. Before selecting any plan ensure to compare the plan to get most of the advantage at the interval.
 
Check out "Special Enrollment Periods for complex issues" on healthcare'gov or similar article on State Exchange(I don't know PA-I'm in Florida) and see if anything there is applicable to her. In Florida those have to be handled directly with the Marketplace through an escalation to CMS. Ask her why she doesn't have insurance now. Many have been given wrong information by agents and Exchange personnel and that is one of the special circumstances. It may take up to 30 days to get a decision but at least if it gets approved and there's something seriously wrong with her, she could get coverage retro active to date of escalation.
