Cigna Please Read: Important Notice About Delay in Subsidy Application Submissions

This may not be relevant or maybe its old news, just got this email from Cigna.

Dear Valued Broker
Please be advised that Cigna Individual and Family Plans has decided to
delay utilizing the broker portal for direct subsidy application enrollment
for October. We have decided on this due to changes that the Center of
Medicare and Medicaid Services is implementing regarding the premium
tax credit functionality and testing. We want to make sure that your
Cigna experience, as well as that of the customer, is a smooth and positive
one.
What this means is that you will not be able to sell and submit a 2014
subsidized plan in October using our broker portal.
You will still be able to:
- Quote all of our Cigna Individual and Family Plans for 2014
- Compare plans that Cigna is offering
- Sell a nonsubsidized plan for 2014
- Quote, compare and sell 2013 plans
You will be able to work with your customers who are subsidy eligible
and prepare them to apply in November. As you are quoting, please
keep in mind that if you do not see the documents you need, such as
Summary of Benefits, Outlines of Coverage etc., please check
the Resource Center.

Smart move for Cigna to take. Why let govt IT tech problems translate into poor PR for the carrier? It's also an indication that this will take a month for the govt to fix, and the carriers know it.
