Is it legal to sell annuites through the mail? I was offered a fixed annuity today over the phone? I was under the impression you needed to be there in person, if not what is to stop agents from selling into all states like this? This seems to me to be a hard sale to do, if it is legal. Perhaps some states do not allow this?

I don't know why it would be illegal, either. If it is cold calling, then it seems like it would be a difficult task to establish credibility - especially since the product is an annuity which requires a substantial participation deposit.
I do have agents that have established client base in other States and cities, who successfully sell annuities via mail and courier. But, the key word is established client base where they know the agent well.
