Another Stall

Here is the question you have to ask yourself.... why is it cheaper to re-import the drugs, than to sell them directly in the US? Answer that question, then fix the problem. Reimportation is the equivalent of taking an aspirin to fix accidently cutting off your leg, it might help with some of the pain for a short time, but it doesn't come close to solving the problem.

The unintended consequence of reimportation isn't that the drugs will be cheaper in the US, it's that they will quickly become more expensive in Canada. It doesn't take a genious to realize this.
