Any US based Health Insurers cover you in Mexico?

I heard that a Cigna policy will cover you in Mexico, but have not been able to verify.

I am looking for solution for those who either snowbird in Mexico for multiple months every year, or who have relocated there permanently.

I am not looking for travel medical insurance that only covers you a short time while visiting on vacation.

Thanks. These premiums are more than he pays to live in Mexico. Considering a major illness in Mexico is only around $3-5000, and monthly premiums are more that per year, I will tell him to look at insurance companies local to Mexico.
