Yes. It's called a predictive dialer.

To be 100% legal though, you need to scrub for cell phones in addition to DNC.

Or get expressed verbal or written permission to auto-dial cell phones.

Some states dis-allow even manually dialing cell phones without permission.

Check with your state.

Expensive though. More suited to call centers.

Dolphin, Mojo, Salesdialers, and Dynamic Interactive are all more budget friendly.

The dialing systems are legal---it's what you do with them that can be illegal. Be sure to know the laws because some have changed.
