That is correct. Some just want a HDHP, while others want both. I've noticed that if I help people to think that HSA's are easy to maintain people are more receptive to the idea vs. the "I'll have another account to track and manage."
I'd said about 50% know what their deductible is, while 1% understand their OOPM. Splitting up families is also easier if one person wants a copay and the other wants a HSA.
