BC BS NC Answer About "blue Card"

Do the on exchange plans include the "blue card" which apparently allows customers access to providers in multiple states but no one at BCBS NC could answer that question.

Dave Fluker is the blue card expert. Can't say if the rules are the same for each Blue plan or not but he is the only one I recall posting on this forum that has provided detailed information on the Blue Card

I'm no expert but I believe bluecard can get involved when there's a emergency medical event in another state or outside the United States. I know they have paid claims for medical events outside United States.
Usually it's an emergency though.
