Bcbs No Out of Network

One of my friends was on the bcbs web today he said that the ppo won't out if network. Anybody hear this?

What I heard at the recent seminar is that there would be no out-of-network out-of-pocket maximum. If there would be no out-of-network coverage in PPO plan then it would not be called PPO.
