Blue Cross of Alabama is asking the state department of insurance for a 39% rate increase on their individual health insurance plans.

That is what they are asking for. Both UHC and Humana are pulling out for the 2017 plan year.

The proposed rate hikes will affect more than 160,000 people in Alabama who purchase insurance through the federal exchange, or about 5 percent of Blue Cross membership.

Blue Cross of Minnesota raised rates 66% for 2016. For 2017 they decided to pull out of the market completely and cancel 103,000 policies. Watch for a nationwide trend with Blue Cross.

As far as I know, if Blue Cross TN pulls out of the marketplace, there will be 57 counties in the state of TN without any plans on hc.gov. Unless there is some super-secret carrier out there who has filed to sell on-ex at this point.

Following this closely. Same could happen in NC if our Blue doesn't get what they asked the DOI for. UHC is out and Aetna is now back pedaling with their news last week about rethinking the ACA.

This is the real scary part. No medicaid expansion and no carriers. This could mean 268,000 people without health insurance if they were to pull out.
