Most pregnancy complications result in a C-section, but not all C-sections are considered complications.

At least, that is my understanding.

VBAC is usually not recommended, so a C-section is almost always done. But it does not mean there are complications.

Is this a carrier specific thing?
 
Usually if the C section is scheduled it is not a complication.

Not scheduled it might be a complication (i.e. emergency).

Most C sections the carrier will back off the claim until you put up a fight. I try not to get into discussions of what is or is not a complication until a carrier can show me specifically in writing. I have never seen any hard details.
