At AEP 2016, an MA plan in Houston introduced a lower out of pocket option (Plan 1). Agents who moved an existing “Plan 2” to the new “Plan 1” were paid a lump sum at renewal rate. According to an agency principal, this company is now REFUSING to pay renewals on that business going forward from 2018. I’ve heard of not paying commission to switch business in the first place, but never after the business has already been switched. How common is this?
