I figured his wife is captive going IA and he is scared as hell about money, or he has his head shoved so far up his ass he doesnt have a clue what he means

I think he trying to say. He will keep the captive agency and have his wife go IA so he can send her the biz he can not write.

I think it means both he and his wife are agents. The wife is going indy first to test the waters while he watches and takes an interest.

It's a good set up if u call pull it off. A few captive agents are on that set up. They keep all the biz. I personally would not do it. I like to be All in.
