Car Accident Damages Landscaping

If a car loses control and takes out a homeowners landscaping before hitting a car parked in their driveway...will the at fault driver's insurance pay to fix the landscaping? I'm pretty sure they will but I'm questioning myself for some reason

Unless he hit an expensive parked car and ran out of limits on his state min. policy, who gets paid first? car or home?
