You may have a little challenge with your strategy. The low performance letter will only go out when the rating is below 3 stars for three consecutive years. Also, I believe this SEP to leave a low performing plan can only be handled by contacting Medicare. Agents can't use it. Pretty sure those are the rules. Someone can check me on this if I don't have it exactly right.
Yeah it has to be 3 consecutive years of low ratings. It happened in my area and you were right that they have to call Medicare. But I was paid on all the biz I did with it
