Cinergy Health use to offer only discount medical plans. Last year they started offering limited medical plans. That's the advertising that you are probably referring to. Limited medical plans are like stripped-down major medical plans with no deductibles, and they are a lot less expensive. The plans are great for people on very limited budgets and need just basic health insurance.

The deductible is meaningless in the real world and the premiums are not normally much lower vs. a traditional major medical plans. All that matters is the OOPM for in- and out-of-network coverage and caps on services.

Furthermore, if somebody wants coverage for catastrophic coverage and wants to keep their premium down they should buy a HSA.

Limited benefit plans should only be used AFTER researching individual or group plan and AFTER any Federal or State plans have been analyzed.

The Cinergy Health Preferred 1000 Plan includes the following first dollar coverage for each insured family member. This plan was designed specifically to address the most frequently needed healthcare services.
Doctor Office Visits: Pays the first $100 per visit towards physician services when the insured person seeks treatment for covered illnesses and accidents for up to five visits per year. Diagnostic Testing, X-Ray & Lab Benefit: Pays the first $100 per visit for diagnostic testing, x-rays and laboratory fees for up to three visits per year. Wellness Benefit: Pays the first $100 per visit for routine preventative tests such as vision tests, electrocardiograms, mammograms and colonoscopies for one visit per year. Emergency Room / Urgent Care Visits: Pays the first $100 per visit for emergency care for a covered illness or accident for one visit per year. Hospital Admission Benefit: Pays the first $1,000 per admission to a hospital for up to four admissions per year. Daily In-Hospital Confinement Benefit: Pays the first $1,000 per day of hospitalization for up to 30 days per year if you are admitted to a hospital as a patient due to a covered illness or accident. Hospital Intensive Care Unit Confinement Benefit: Pays the first $1,000 per day for up to 15 days per year if you are admitted to a hospital ICU as a patient because of a covered illness or accident. Surgery Benefit: Pays the cost for medically necessary surgeries up to an Unlimited Annual Maximum for any covered person that undergoes a surgical procedure with anesthesia due to a covered accident or illness. Coverage is 80% of the federal Medicare allowable schedule. Anesthesia: Pays the cost of anesthesia up to an amount equal to 25% of the surgical benefit. Pregnancy: Pays the cost of prenatal care, delivery and post partum care according to the surgical schedule. Covers 80% of the global maternity rate according to the Medicare allowable schedule. Mental Health and Substance Abuse Benefit: Pays the first $100 per day for inpatient and outpatient care for mental illness and substance abuse treatment. Inpatient care is limited to 30 days per year; outpatient care is limited to 20 visits per year. Accident Medical Benefit: Pays up to $5,000 per year for charges incurred due to injuries received in a Covered Accident. Covered charges are subject to a $100 Policy Year deductible. Accidental Death & Dismemberment: Pays up to $15,000 Per Insured if the insured dies or loses a limb as the result of an injury. National PPO Network: A National PPO network that will provide the insured with negotiated in-network re-priced discounts, minimizing the insured’s out-of-pocket expenses. The Cinergy Health Preferred Plan does not require care from a participating PPO provider in order to receive full benefits. Benefits are assignable to any Qualified provider. Insurance benefits are provided under a group insurance policy and are subject to the carrier’s underwriting guidelines, exclusions, limitations, terms and conditions of coverage as set forth in the insurance policy and certificate which includes a pre-existing limitation and other restrictions. Benefits and rates vary slightly by state and carrier.

I don't agree. Generally speaking, I think we can agree that anybody who can afford a major medical (high deductible or otherwise) should go for it. But for the 40 million people who make less than $40,000 a year and have three kids, limited medical plans like this offer an opportunity to get the kids to the doctors office and emergency room with no OOP expense.
