If you are the AOR but don't have the new address, is the carrier obligated to provide his latest address?

Obligated, no.

All my clients have and use email. Sometimes I find their email is dead and they have cancelled the landline. I go online and look at carrier records then send them something via USPS.
 
If you send out newsletters, or review letters or whatever to your clients, you can also run your internal mailing list against the NCOA (I use Melissa Data dot Com) for $50.

You'd be surprised how many move in a year....

Do you guys list any kind of other contact like a beneficiary or Secondary addresse?

Seems like something I would add to my file.
