COB with Dual Dependent Carveout

Hi everyone, first time poster. How does coordination of benefits work if two people (married couple) each work at companies that have dependent children carve outs on their group health insurance? Who's plan do the children go on, what decides this? The birthday rule or something else?

Many thanks. I can't find a good answer to this and my google-fu is weak today.

Sorry, but a little confused. Never heard of children carve-outs. There are spousal carve-outs, but that does not make sense in this situation. Can you add anything else?
 
Exactly, I had never heard of this either. My client has an employee who's spouse works for a company with a spousal carve out AND some sort of dependent child carve out, that works just like a spousal carve out.

My client is partially self funded and they do not even offer spousal coverage, but WILL have to offer dependent child coverage starting in 2015. The employee's spouse has a spousal carve out at her employer, as well as this dependent children carve out.

So, what if both places have a dependent children carve out?

And maybe my client has his information wrong. I will clarify in the morning.
