Commercial GL & Workers Comp needed for New Home Framing Company

I'm struggling to find a commercial insurance carrier that will insure a new contractor that recently opened 3 months ago. He owns a wood framing company for new homes. I only know of one admitted carrier (Acuity) that will write a framing contractor, but with no prior, probably not. E&S market for the GL is your best bet.

Work comp, NCCI assigned risk. Not too bad of a rate for CO. $9.51/$100 of payroll.
