Tough one........
No good for Genworth, MedAmerica, Transamerica, John Hancock & Mutual of Omaha.

Not sure what other carriers are in ND.

Usually someone that over weight has various other medical conditions they're dealing with

I know she is out with moo because she was about 8 pounds over. Flew through everything else but couldnt get them to budge on that.

At that build she could cut out sodium for a day, weigh first thing in the morning and probably make weight.

It's not necessarily what she weighs today. It's what is in her medical records....and they will average the wt over a period of time.

Suggest you see what the doctor lists her at, and go from there. Obviously if the nurse comes out....assuming she is old enough for that to occur, you still want to make the cut. Let's say she is under 60....and no nurse visit required with someone like MOO. She can list whatever she wants on the ap for ht/wt....as we all know that women's weight tends to fluctuate. You still run the risk of them verifying. At the end of the day, you want to remain honest.
