A lady who is a single mom has a 20 year old daughter who has a 10 month old son. The daughter does not work, does not go to school, does not live with her, is living with her boyfriend and does not currently have a relationship with her mother. The mother has been told that she has to continue to provide health insurance coverage for her daughter on her health plan at work. Her human resources people are telling her due to the circumstances she cannot remove her daughter from her coverage but must continue to pay fir it until she reaches age 26. Is this a requirement if ACA.

Not required. Just an "option" to age 26.

They don't HAVE to keep adult children on the group plan.

HOWEVER, if they have a non-calendar year renewal, or the open enrollment has ended and she didn't change it to drop the daughter, she is probably going to be stuck. She can't decide to drop coverage mid-year, there hasn't been a qualifying event. As the employee whose paycheck is deducted, she can absolutely decide who she wants to be covered by her plan during the next open enrollment period.
