Declined Part B on Disability

Just met with a referral who was eligible for Parts A & B 5/1/2015 due to disability. He declined Part B because (he says) Medicare told him the premium would be $400-something a month. His only option at this point is the GEP with a 7/1/2016 effective date, right? Is there anything I'm not thinking of?
