Definition of "driver" for a driving school

Have a driving school that we are looking to insure. The insured's vehicles have only brake pedals for the instructors that sit in the passenger seat, no steering mechanism at all. We have a person who they would like to remove as a driver from the policy, however, this person would still be acting as an instructor and could deploy the brake pedal in case of a student driver emergency. I think this is a very gray area and the person still could be considered a "driver" even if they only have access to a brake pedal and no steering controls. Anyone come across this?
 
That's something you need to discuss with the insurance company underwriter because he or she would be making the final decision and you can bet this won't be his or her first rodeo.

But before you call the underwriter, ask your client WHY he wants to remove that person as a driver. Your underwriter will want to know.
