Delayed Part B and Medicare Advantage Question....

Newer agent here.....I have a client that has had Part A since 2010, and for whatever reason, he never got Part B until the General Open Enrollment Period, this year, and it will kick in July 1st, 2019. I've looked everywhere and can't seem to find a straight answer. Will him newly enrolling in Part B allow him to get a special election period to add-on a Medicare Advantage plan? Logic tells me "yes," but as I'm learning, logic doesn't mean much in this industry. Any help is greet appreciated. Thanks!
 
Google 2018/2019 Election Period Booklet Medicare Advantage and Prescription Drug Plans answer is long winded and from UHC might help my reading no SEP for GEP but they might qualify some other way. I do wonder what the whatever reason was why your client delayed Part B. Producer help desk is your friend.
