Different Part A & Part B Effective Dates

    If a gentleman has a Part A effective date of 04/01/18 & Part B effective date of 07/01/19, is he eligible to purchase a MAPD as of August 1st or September 1st?
    The reason I ask, WellCare his saying is effective date would have had to have been July 1st to be able to get the coverage outside of the AEP. Their rationale is that since the A & B dates are different, he is does not have the ability to purchase within the three months of his Part B effective date.
    Is this accurate?

    His ICEP would have ended June 30, 2019. The ICEP if Part B is different than Part A is the three months prior to part B effective date.

    Was there a special reason, like still employed with employer coverage, that he delayed Part B enrollment?
