Do you have to apply for a permit with the usps when it comes to small scale direct mail marketing? I mean writing personal mail letters and only sending out about 200-400 a week. If one mails out 50-100 letters at a time at the post office besides paying the postage costs, do you also need a permit to do so?

Buy a pre canceled stamp permit. With this you can send both standard and first class mail. You will need to send at least 500 for pre sort discount. You can use the usps site to address correct the list and bar code with low cost software found at savepostage.com You will save over 50% on postage this way.

You don't need a permit to buy the stamps and send it out. If you want better rates, to do reply pieces, etc, that's a different story, but if you're just mailing out a few hundred a week and putting a stamp on it you don't need anything else.
