So, if you recieve a lead from a potential client (from a third party lead source) AND that lead is on the National Do Not Call List ..... can you call them?

It depends on whether or not it was opted in. If it was a request within the last 90 days, it's safe to call. If it's just a cold lead such as what I sell or a referral, you'd be subject to the DNC restriction, so if they were on the DNC list, it would be a violation to call them.
