DOB rule or longer/shorter for adult child?

I am at my wits’ end. My son, age 25, has a medical claim since December 2017 which neither insurance would process. He is insured under my ex’s plan, United healthcare and under mine, BCBS fepblue. After one year and multiple phone conferences, appeals, reviews, United and bcbs can’t agree who is primary. Bcbs goes by the birthday rule for children of divorced parents with joint custody. My ex would be primary. United says custody no longer applies for an adult child, and goes by the longer/shorter. I’ve had insurance longer. So we cannot get either to process for a year now. We will have to pay out of pocket but it is so falling, he is more insured than most Americans, yet cannot get coverage. Any ideas? Thank you.
 
File a complaint with Virginia Bureau of Insurance. They will get this corrected once they get responses to their complaint
