Does a Medicaid Recipient Have to Enroll in Medicare at 65?

I wanted to know whether or not a person who is 64 and receives Medicaid MUST enroll in Medicaid at age 65.
 
I thought that the person would have to activate their medicare on their own. I took an app just this week for a medi medi I originally called him back in May and all he had was Medicaid. I instructed him to go to the SSA to activate his Medicare part A & B before I met with him.

Medicaid recipients whose financial advisors have recommended that they postpone collecting Social Security benefits in order to get delayed retirement credits are the only ones I can think of who would not be automatically enrolled in Medicare as a result of their receiving Social Security benefits. And that has probably happened once in never.
 
If they are on Medicaid I would think they would want all the $$$ they can get.

And how many Medicaid recipients have financial advisers?
