Eligibility and Part a Rate for Green Card Holder

The prospect is 80 years old and her son told me she has had a green card for 5 years, during which she stayed out of the country for 1 year or so. She did not work or pay FICA tax in the US so they understand she will have to pay part A premium.

1. Is she eligible for Medicare now? or she has to wait until she has lived here for 5 years after getting her green card?

2. If she is able to get on Medicare, will she have to pay the late enrollment penalty for signing up at 80?
