Email Mailing List

That's basically illegal.

The only legit way to do email marketing is with an opt-in list. There are a bunch of companies that will sell lists, but the connect rates on them are deplorable and you can't use constant contact or mail chimp to mail such a list.

You have to be can-spam compliant, but unless its changed, opt-in isn't a requirement for email marketing.

Doesn't mean you'll have success or that it is practical to do, but I'm not aware of anything making it illegal.

I've heard compliance professionals argue this both ways. Unfortunately the laws can't keep up with the technology. There are a lot of moving parts that affect email deliverability: correct email address, attachments, personal firewall settings, spam words in the subject line, etc. Yes you can send emails quickly versus other methods. Yes many of them may get blocked. Yes many people do this whether you believe it to be legal or illegal. It's a numbers game.
