Exchange - Good for Agent Appointment Problems ?

As of now, if you work for a broker and that broker doesn't want to release the appointments he holds, he doesn't have to for I believe six months. Is that true, and will the exchanges make it easier to jump ship and sell through the exchange only ? Through the exchanges we don't have individual contracts with each carrier. Especially in The state run exchanges like CA, OR, and NV ?
