Familiar with Medigaps in Wisconsin?

83 y/o female lives in Wisconsin. She has DeanCare HMO.
She switched to DeanCare on 1-1-2011. Had a medigap from Anthem prior to switch.

She's at the point where she may need to live with son in Illinois. She's currently recovering in rehabilitation for bleeding ulcer but it's obvious her health will continue to go downhill. Family thinks rehab facility is substandard in Wisconsin and they would like to move her closer to family.

Wisconsin has unusual medigap structure to which I'm not familiar. Anyone have ideas on her options? I assume she can go back to Anthem. But, does she have to take the same exact policy? ...which she can not afford as it was $330 a month.
 
Mom could go back to Anthem in the same exact, or lessor Plan, med supp policy if she does so prior to the end of her first year in MAPD.

Or, when she moves from Wis to IL, assuming that DeanCare HMO does not offer the same covg/plan in IL, she will get a SEP when she moves and therein be able to enroll in ANY med supp (or MAPD) of her choice in the new area... guaranteed issue, no health questions.

the question then becomes can she afford the new plans in the area. the rates will be based on her age even with a GI/no health questions policy.

If she were to move from Wisconsin to Illinois after 1-1-12 (which would be after her 12 month MA trial) ... she could have GI for any medigap plan? with any carrier in Illinois?

She has a medical history that could be on Wikipedia. Not sure if she could answer 1/2 of the medical questions as "No."

The move out of her service area will generate an SEP for her. To another MA plan or to a med sup. It's a 63 day SEP.

When she moves and qualifies for the SEP, she gets GI on any supp she wants, and she will not answer any health questions at all. NONE.

She could have a terminal illness and she doesn't answer one health question and will receive coverage... so do not worry about yes/no to questions here.

Family wants her closer during convalescence and during winter months. Want option of letting her live in Wisconsin majority of year ... but having coverage in Illinois ... while she is in Illinois.

Her 12 month ... 1st enrollment ... free look .. at MA plan will expire 12-31-2011. She has to jump back to a Medigap before clock expires ... right?

I called Anthem. The "Value Plus" medigap she had ... no longer exists. They changed name. Per Anthem they sell you a "basic" plan in WI and then add riders to buy back coverage. Example: "Basic" includes Part A copay ... but not deductible. You can buy Part A deductible coverage with a rider..

The fact that the plan with Anthem no longer exists then she can buy ANY med supp with ANY company, GI. Pick one... the carrier that you like the least, and stick this one in their #^$#
