Fee to Work for Farmers?

Ive been working as a marketer with farmers for several months and have passed my P&C, working on my Life, but I was recently told I would need to pay a small fee for an additional background check and to be assigned to Farmers as an agent. It seems like I have spent a lot of money trying to convince this company that I want to work for them. Is this the norm?
 
The fees are normal if you're working for someone small or starting your own business but most larger firms will cover them for you or at least reimburse you.

Might want to shop around and see what other firms in your area are willing to offer you. As a side note - I don't know anyone who's stayed with Farmers for any length of time apart from managers. Most people who are half decent at what they do seem to eventually seek greener pastures.
