She could move to a guaranteed issue state such as NY. I think she'd be okay in Maryland as well.

I'm guessing from your description she's in WI and is not on her husband's group plan.

In Ohio, there are new guaranteed issue plans that can be sold by agents this year. Check the ODI for more information and then contact some of the carriers you are working with.
