At any given point, I had IE, Chrome and Firefox running both Sherpa and ACA Express. It was tie, but it seemed like hc.gov was the issue, not the WBE

When you have one carrier in 95% of the state and the other carrier paying 0%, then on top of that CMS just mapped your entire UHC/Aetna book to that one carrier....there isn't much going on...
