Florida 403b Market Access

Is anyone familiar with the Florida school system and how they limit the slots available to work in schools?

My understanding is that Florida limits who can go into schools and awards approved carriers a number of slots/openings per school district.

Are there similar arrangements in other States in addition to Florida?

Is it possible to get a slot as an independent producer?
