Full Duals in Miami-Dade. Question

For the full duals in Miami-Dade, must they have been enrolled in a hmo plan or are they able to just be medi-medi and see doctors of their own choosing who accept medicaid? I'm finding it hard to get the right answer so if a local knows, please let me know. thanks..

From my understanding, they must be enrolled. The problem is because they do not pay they have no incentive to enroll.
