Health Care Penality

A question I have a client that owes about $2500 on his taxes and another $2000 for the health insurance penalty. Is there a way he can just pay $2500 he owes on the income taxes and let the gov send him letters since they can't garnish or put liens on him for the lack of health insurance.
 
Finding one of the many exemptions available is the first best course of action.
Abortion, single carrier county, affordability exemption, etc.
For example, nobody in AZ has to pay the penalty. If they knew how to file for exemption.
That's if they have an accountant or health agent of any value that shared it with them.
I would never suggest to not pay the IRS, that chit will linger for life.
