HealthNet MA Didn't Process my AEP App

Anybody ever had this situation? Healthnet received a short form for member transfer, which IS documented, yet didn't change the member over to the desired plan benefit. The mb has no current SEP to use. I suppose that HealthNet would be obligated to switch him over to the other plan benefit, but not really sure.

Had happen earlier this year with a local MA, they fixed it immediately. But i also didnt wait 6 months

A lot of water has run under the bridge since 12.07.14.
Have the MB complain to their agent.
