Unless he is captive with them he can't use them I believe. My experience with them is I had better luck with underwriting with other carriers.

If health is not a problem then Mass will be the best value by far.

GNW is about 50% higher premium than Mass
Transam is about 35% higher.
MOO is about 20% higher.
