Help with clients group health insurance

I have a client who is Non Tobacco and is on a UHC group health insurance plan that requires an annual wellness check to get a discount on her insurance. On her check up forms the doctors office left the nicotine question blank causing UHC to charge her an additional $60 a month. She called her doctors and they corrected the docs and resubmitted them after a lot of going back and forth. UHC says that her HR person is supposed to handle this so she can get her discount. Her HR person is just refusing to help her and is telling her to eat the $60/month because she is to lazy to take care of this. How can I help this lady this is a bunch of BS she has medical docs proving she is non tobacco and when we call UHC they say we have to go through HR? Will it do any good to file a complaint with the state? I don't really wanna get this lady in any hot water with her employer because obviously her HR lady doesn't give a crap about her the way it is. Any input is appreciated. Thanks in advance.
