How many on list to viable long term

I live in an area with a small population. When I look at lead list in my area for ages 50-74 I only get 4600 addresses. I want to work part time in final expense for now and am shooting to get 20 leads a month. Will 4600 addresses hold up long term? Also, once I mail to all of these, would I just send another mailer to these same people?
