Can you do an HSA for Dental and Vision only? Have a client that has a OSG BC/BS with no dental offered.
 
You need an HSA qualified health plan to get an HSA account. Depending on the details, there still may be a way to pre-tax the expenses if certain criteria is in place, but it doesn't always work. Depends on legal structure, who owns it, is the other spouse on payroll, how many employees, and if the owner wants to share the benefit with others.
