In GA is Loss of Medicaid GI for Med SUP?

I have a lady age 67 with MS who has been on Medicare/ Medicaid since 2009 and has just loss Medicaid and wants a Med Sup. Is this GI; it doesn't seem right if it isn't?
Please advise.
I gave up talking to a underwriter today.

Look up guaranteed issue rights on Medicare.gov. there are 7 or 8 situations if I can remember. I don't think so for a med sup. Might have to use an ma plan.
