Insurance Agency Commission question.

I have been working with a broker office for the last 3 years where I used to work everyday for a salary plus my health insurance commission on the open enrollment for the Obamacare, on December 26 2018 the owner had an stroke and couldn't work anymore, the daughter took over the office and recently on 07/15/2019 she told me and another agent in the office that didn't want us to work there anymore for the salary and she said that we wasn't supposed to get a salary for this 2019 year and that she was going to deduct that salary from my future commissions payment, is this even legal? I used to work there even more than 40 hours a week I was the one who did everything on the office and the daughter don't even carry an insurance license.
 
I was independent, I get a 1099 the weekly salary was for the management job and marketing that i was doing for the agency, nothing to do with my commissions.
